IT Product Owner

Position Summary:

The IT Project Management Office (PMO) at the New York City Housing Development Corporation (HDC) is looking for a Product Owner with business analysis and/or project management experience.  Reporting to the PMO Vice President, this individual will initially work on HDC’s key business application for real estate deal pipeline and management of affordable housing. The Product Owner will work closely with the application’s core project team to be HDC’s primary contact for the application vendor.  This role will provide ongoing support for issue resolution and enhancement requests.  This individual will also be the Product Owner of the PMO’s project management tool, working with the team to define best practices, standards, metrics/KPI’s across all projects.

Salary Range:      $100,000 - $110,000

Job Responsibilities:

  • Become a subject matter expert in HDC’s deal pipeline and management application workflow.
  • Be a strategic partner with HDC’s housing development team and be the team’s primary liaison with the application vendor.
  • Resolve issues as they arise and work closely with the application project team (business members, project manager, business analyst) to get information/context from the vendor and provide frontline communication to the entire user base.
  • Be the application’s advocate to all the users, particularly the housing development project managers. 
  • Guide and assist the project managers in making progress with their real estate deals through the application, from intake to proforma underwriting, due diligence, investor memo creation and deal closing. 
  • Hold the project managers accountable for updating their deals in the application in a timely manner.
  • Work closely with the application vendor to track release dates, ensuring that the vendor adheres to their release plan. 
  • Validate releases and communicate results and issues to HDC users and the vendor accordingly.
  • Help identify opportunities for new features, reports, etc. based on input/feedback from the housing development team and other users (real estate developers/owners, HDC Credit Risk and Portfolio Analysis).
  • Consolidate and prioritize enhancements, working closely with the application project team to ensure alignment of goals and expectations for the application.
  • Partner with other IT teams and business departments to support integration with other HDC applications.
  • Become a subject matter expert in PMO’s project management tool, Azure DevOps.  Continue to mature Azure DevOps, championing it within IT and HDC-wide.
  • Broaden the tool’s usage and help users get adopt and adapt to the cadence of iterations.
  • Incorporate capacity planning, velocity tracking and establish metrics/KPI’s in the tool with a continuous eye towards project management best practices and standards.

Required Qualifications:

  • Bachelor’s degree in a related field; 4+ years of experience as a Product Owner or working in a combination BA/PM/PO role; or a satisfactory combination of education and/or experience equivalent to the aforementioned qualification
  • Experience with full product/project lifecycle, product/project management practices and SDLC methodologies, particularly in backlog grooming and user story creation
  • Excellent organizational skills with the ability to coordinate and assist cross-functional teams in resolving business process and technical issues
  • Experience managing products and projects with Azure DevOps or other cloud-based project management tools
  • Strong communication (written, verbal and visual), facilitation and interpersonal skills with internal and external contacts
  • Proficiency in MS Office tools
  • Self-motivated and self-directed
  • Commitment to public service

Preferred Qualifications:

  • Experience in wireframing, mockups and UI design
  • Familiarity with data architecture/structures
  • Familiarity with user journey mapping and UX concepts
  • Experience in public sector, government (housing) agencies
  • Comfortable around executive leadership
