Nearly 3,500 Residents at Bay View Houses to Benefit from Holistic Improvements and Quality of Life Improvements Through Approximately $665 Million PACT Renovation

NYCHA PACT Bay View Houses

NEW YORK The New York City Housing Authority (NYCHA) today announced that capital repairs totaling approximately $665 million will be addressed for the nearly 3,500 residents of Bay View Houses in the Canarsie neighborhood of Brooklyn through the Permanent Affordability Commitment Together (PACT) program. For over a year, Bay View resident leaders have worked closely with NYCHA to build out their vision for repairs and renovations to their homes, and together have selected MDG Design + Construction, Infinite Horizons, and Wavecrest Management as the partner team. The PACT partners will work with NYCHA and Bay View residents over the coming months to schedule inspections and building studies, and host regular resident meetings, to inform modernization, property management, security, and social service plans for the community. In the coming months, a social services provider will be added to the team. Construction is expected to begin in summer 2025 when the property converts to Project-Based Section 8.

“Bay View residents' selection of MDG, Infinite Horizons, and Wavecrest as partners in this PACT renovation is an exciting example of how tenant decision-making can profoundly improve the quality of life at NYCHA developments,” said Deputy Mayor for Housing, Economic Development, and Workforce Maria Torres-Springer. “This collaboration between tenants and an experienced, community-oriented team will make a major positive impact on peoples' lives.”

“Resident involvement in the Bay View PACT partner designation highlights the way resident voice can shape NYCHA's future.” said Executive Director for Housing Leila Bozorg. “I am excited that Bay View residents will benefit from essential home improvements and improved quality of life as a result of the collaboration between NYCHA, PACT partners, and the resident community at Bay View.”

“It’s always exciting to announce a new partner designation for a PACT development, as it’s an early but important step in facilitating large-scale renovations across our developments,” said NYCHA Chief Executive Officer Lisa Bova-Hiatt. “I look forward to the incredible quality of life upgrades that the residents of Bay View will see upon this project’s completion — enhancements that will improve the daily lives of nearly 3,500 New Yorkers.”

“Residents at Bay View led the selection and planning process alongside NYCHA for the past year, and it is an exciting step for all to officially announce the PACT partner team for this community,” said NYCHA Executive Vice President for Real Estate Development Jonathan Gouveia. “The selected team has shown their ability to partner with residents at PACT sites across the city. We look forward to seeing this collaboration continue at Bay View.”

“I have lived in Bay View Houses since 1955,” said Bay View Houses Resident Association President Sheryl Boyce. “In the early days, it was called the ‘country club’ of NYCHA developments. Unfortunately, through the years the development's infrastructure and landscape has badly deteriorated. As the person elected to represent Bay View's residents, I am excited that this process will upgrade the quality of life for everyone who lives here.”

“This PACT partnership represents another critical step in our mission to rehabilitate New York City’s public housing stock and improve the overall quality of life for NYCHA residents,” said NYC Housing Development Corporation President Eric Enderlin. “We look forward to working with the selected development team and community members to deliver comprehensive renovations and new amenities for the nearly 3,500 residents at Bay View.”

“At MDG Design & Construction, we are committed to a resident-first development approach that allows residents to play an active role in the decision-making process when transforming their homes,” said MDG Design & ConstructionChief Executive Officer and RDC Development Principal Matthew Rooney. “In our experience, the key to transformative outcomes is consistent, transparent communication with residents, and we're excited to work alongside all residents and the resident association to revitalize Bay View.”

“"Bay View Houses is an exciting example of the important role that the PACT program plays in New York City affordable housing,” said Wavecrest ManagementChief Financial Officer and RDC Development Principal Susan Camerata. “In partnership with NYCHA, MDG Design & Construction, and Infinite Horizons, we are able to guarantee comprehensive upgrades and enhanced social services that will improve residents' overall quality of life, while ensuring homes remain affordable. We are honored to be selected by the Resident Review Committee and thank NYCHA for their important work uplifting New Yorkers through housing.”

“"NYCHA’s PACT program is one of the most exciting and effective tools available to repair buildings and improve the lives of residents across the city,” said Infinite Horizons Co-Founder and Chief Executive Officer Randall Powell. As developers and managers of affordable housing, we are thrilled to work with such incredible partners, especially the resident association, to empower all residents and bring transformational changes to Bay View.”

Bay View residents will continue working with the PACT partner team to develop a comprehensive plan for their community, with improvements expected to include upgraded heating, cooling, and electrical systems; new plumbing; new flooring, doors, and windows; modernized kitchens and bathrooms; security and accessibility upgrades; elevator and waste management system improvements; new outdoor spaces and amenities; and upgrades to the existing community center, as well as a new senior center. As part of its focus on working alongside the community, the partner team will offer training and employment opportunities for Bay View residents during the construction process.

Overall, 138 NYCHA developments (representing over 37,000 apartments) are in pre-development, are under construction, or have completed construction through the program. The Authority is on track to include 62,000 apartments in the PACT program in order to bring the benefits of comprehensive apartment repairs and building upgrades, as well as enhanced property management and social services, to more than 142,000 residents. The New York City Housing Development Corporation (HDC), New York City’s municipal Housing Finance Agency, is the key financing partner for PACT. In addition to providing or arranging the financing, HDC provides ongoing asset management and compliance support for PACT transactions.
