Nearly 3,500 Residents at Bay View Houses to Benefit from Holistic Improvements and Quality of Life Improvements Through Approximately $665 Million PACT Renovation

NEW YORK The New York City Housing Authority (NYCHA) today announced that capital repairs totaling approximately $665 million will be addressed for the nearly 3,500 residents of Bay View Houses in the Canarsie neighborhood of Brooklyn through the Permanent Affordability Commitment Together (PACT) program. For over a year, Bay View resident leaders have worked closely with NYCHA to build out their vision for repairs and renovations to their homes, and together have selected MDG Design + Construction, Infinite Horizons, and Wavecrest Management as the partner team. The PACT partners will work with NYCHA and Bay View residents over the coming months to schedule inspections and building studies, and host regular resident meetings, to inform modernization, property management, security, and social service plans for the community. In the coming months, a social services provider will be added to the team. Construction is expected to begin in summer 2025 when the property converts to Project-Based Section 8.

“I have lived in Bay View Houses since 1955,” said Bay View Houses Resident Association President Sheryl Boyce. “In the early days, it was called the ‘country club’ of NYCHA developments. Unfortunately, through the years the development's infrastructure and landscape has badly deteriorated. As the person elected to represent Bay View's residents, I am excited that this process will upgrade the quality of life for everyone who lives here.”

Bay View residents will continue working with the PACT partner team to develop a comprehensive plan for their community, with improvements expected to include upgraded heating, cooling, and electrical systems; new plumbing; new flooring, doors, and windows; modernized kitchens and bathrooms; security and accessibility upgrades; elevator and waste management system improvements; new outdoor spaces and amenities; and upgrades to the existing community center, as well as a new senior center. As part of its focus on working alongside the community, the partner team will offer training and employment opportunities for Bay View residents during the construction process.

The PACT program transitions developments from traditional public housing assistance to the more stable, federally funded Project-Based Section 8 program — unlocking funding for designated PACT partners to complete comprehensive repairs and make important quality of life improvements. Overall, 138 NYCHA developments (representing over 37,000 apartments) are in pre-development, are under construction, or have completed construction through the program. The Authority is on track to include 62,000 apartments in the PACT program in order to bring the benefits of comprehensive apartment repairs and building upgrades, as well as enhanced property management and social services, to more than 142,000 residents. The New York City Housing Development Corporation (HDC), New York City’s municipal Housing Finance Agency, is the key financing partner for PACT. In addition to providing or arranging the financing, HDC provides ongoing asset management and compliance support for PACT transactions.
