New York, NY (December 22, 2025) – Gilbane Development, the Institute for Community Living, Inc. (ICL), Tredway, New York City’s Department of Housing Preservation and Development (HPD), and Housing Development Corporation (HDC) today announced financing for Renova West at 860 Concourse Village East in the Morrisania neighborhood in the Bronx. The $193 million project will deliver a 19-story, transformative mixed-use supportive and affordable housing development, along with a new ICL Bronx Health Hub, which will expand access to integrated, whole-health physical and behavioral health care for the community.
Located steps from key transit and civic institutions in the South Bronx, Renova West will provide 266 new affordable apartments for individuals and families, paired with on-site social services and high-quality amenity spaces, including community spaces and a fitness center. Designed by Aufgang Architects, the project will be built to Passive House standards and achieve LEED® Platinum certification, significantly reducing energy use and operating costs while creating healthier homes.

Supportive Housing Program, Building Design, and Community
Renova West will include a mix of studio, one-, two-, and three-bedroom apartments, including 266 new affordable homes for low-income families and individuals from the surrounding community, and 160 supportive apartments, which will be reserved for formerly homeless households and individuals with behavioral health needs, who will have access to on-site supportive services provided by ICL. The remaining apartments will serve low-income families and individuals from the surrounding community.
The residential supportive housing is designed to support stability, health, recovery, and long-term success. Features include:
- On-site supportive services: case management, care coordination and other support for residents
- Property management on-site, creating a safe, well-run environment and a single point of contact for tenants
- Indoor community and program spaces for groups, classes, meetings and resident programming
- A lush, landscaped courtyard with outdoor recreation areas shared across the campus, offering residents and community members a welcoming place to gather and rest away from the busy streets
By combining supportive housing with high-quality family housing in a single, integrated building, Renova West advances a mixed-community model that promotes inclusion.
ICL Health Hub
A defining feature of Renova West is the approximately 7,000-square-foot Health Hub, to be operated by ICL. The Hub will provide a centralized front door to ICL’s Bronx behavioral health and wellness services. The Bronx Health Hub will bring ICL’s integrated care model of supportive services all under one roof, ensuring residents and the community have access to trauma-informed, recovery-oriented supports that promote long-term housing stability.
Key elements of the Health Hub include:
- Integrated, trauma-informed care and support services that address physical health, mental health, and the social determinants of health, including behavioral health counseling, care coordination, housing stability, nutrition, employment, recovery supports, and connections to primary care and social services—designed to meet people where they are
- A welcoming, dignified environment with finishes and design choices that emphasize comfort, wellness, safety, and respect
The ICL Health Hub at Renova West will serve as a visible, neighborhood-based resource that helps address the need for accessible health services in the South Bronx.
New York State Research and Development Authority (NYSERDA) has recognized the project through its Buildings of Excellence program, providing support for Renova West’s high-performance design and positioning it as a model for sustainable, all-electric affordable housing
Partners and Financing
Renova West is the first step in a multi-phase master plan to preserve existing affordable housing and add new, mixed-use, health-focused development over time. Together, these investments will deliver long-term community benefits: better health outcomes, greater housing stability, local job creation, and a safer, more connected neighborhood in the heart of the Bronx.
This capital stack—blending City housing programs, tax credit equity, and private investment—allows the team to deliver deep affordability, robust resident services, and a best-in-class sustainable building in a high-need neighborhood.
City financing for Renova West includes a $48.5 million loan provided by HPD’s Supportive Housing Loan Program (SHLP), along with a $17.3 million subsidy loan provided by HDC.
