Chief of Staff & Director of Strategic Initiatives
Elizabeth Strojan is the Chief of Staff and Director of Strategic Initiatives for the New York City Housing Development Corporation. She oversees Communications, External Affairs, Government Affairs, Policy & Analytics, and Human Resources, and works closely with the leadership team on agency-wide issues and priorities. Prior to being named Chief of Staff, Elizabeth served as Vice President of Government Affairs for HDC and the New York City Department of Housing Preservation where she lead all federal affairs, including funding, policy, and tax issues related to affordable housing for both agencies. Before joining HDC and HPD, Elizabeth was director of public policy and external affairs for the New York office of Enterprise Community Partners. At Enterprise, Elizabeth founded the state and local policy program, since replicated in markets nationwide. Elizabeth got her start in affordable housing as a Paul D. Coverdell Peace Corps Fellow at University Neighborhood Housing Program in the Bronx. Before moving to New York, she served as an environmental education volunteer with the United States Peace Corps in Madagascar and coordinator of the Bonner Scholars program at her alma mater in Kentucky. Elizabeth holds a dual master’s degree in economics and international political economy and development from Fordham University and a bachelor’s degree in political science from Centre College.
